>>GOOD MORNING. I’M STATE SENATOR MICHEL BENSON CHAIR OF THE HEALTH AND HUMAN SERVICES POLICY COMMITTEE FOR THE SENATE WE SCHEDULED A PRESS CONFERENCE TO TALK ABOUT CCAP FRAUD IN THE RESIGNATION OF THE TWO DEPUTY COMMISSIONER’S AS YOU ARE AWARE COMMISSIONER TONY LOUREY RESIGNED EFFECTIVE TODAY AND WILL HAVE SOME COMMENTS ABOUT THAT WE THINK IT’S IMPORTANT TO CONTINUE THIS CONVERSATION AS NEW LEADERSHIP IS GOING TO EMERGE AT THE DEPARTMENT OF HUMAN SERVICES. MY UNDERSTANDING IS THE GOVERNOR IS GOING TO APPOINTED INTERIM COMMISSIONER. IT WOULD BE MY EXPECTATION THAT AND THE DEPARTMENT OF HUMAN SERVICES THE CULTURE WOULD CHANGE AND FOCUS ON ACCOUNTABILITY TRANSPARENCY AND SERVING THE TAXPAYER’S; OBVIOUSLY THERE’S A SIGNIFICANT CULTURAL ISSUE BUT IT’S GOING TO NEED TO BE REMEDIED. I WOULD ENCOURAGE THE GOVERNOR TO SUPPORT HIS INTERIM APPOINTMENT BY HAVING PRIVATE SECTOR EXPERTS COME FORWARD TO ASSIST WE CANNOT HAVE THE SAME CAST OF CHARACTERS IF WE HOPE FOR SIGNIFICANT CHANGE IN THIS DEPARTMENT AND SERVES A MILLION MINNESOTANS AND TAKES A SIGNIFICANT PORTION OF THE BUDGET AND HAS BEEN ENTRENCHED IN THE BUREAUCRACY THAT HAS FAILED OVER AND OVER AGAIN. IT WILL BE CRITICAL THE GOVERNOR TO FOLLOW THE MODEL HE DID WITH MNLARS THE PRIVATE SECTOR EXPERTS TO DEAL WITH HUMAN RESOURCES TECHNOLOGY CULTURAL CHANGE IT IS TIME TO MOVE THE PROBLEMS OF THE WAY IT IS MY HOPE COMMISSIONER LOUREY WOULD BE THE PERSON TO DO THAT; WE SEE THAT’S NOT THE PATH FORWARD SO MY CHALLENGE TO THE GOVERNOR AND HIS INTERIM COMMISSIONER IS I LOOK FORWARD TO WORKING WITH HER AND WOULD REACH OUT TO THE GOVERNOR’S OFFICE TO BE ABLE TO MEET SO I CAN BE SUPPORTIVE AND PRODUCTIVE AS WE GO THROUGH THIS LEADERSHIP TRANSITION AND WITH THAT; I’M JOINED BY TWO OF MY COLLEAGUES FROM THE HOUSE I’M GRATEFUL FOR THEM BEING HERE REPRESENTATIVE FRANSON .>>GOOD MORNING HAPPY MONDAY EVERYONE. TODAY SOME NEWS IS OBVIOUSLY VERY TROUBLING WE HAVE REAL CONCERNS ABOUT THE LEADERSHIP VACUUM AT DHS AND SPECIFICALLY IN THE OFFICE OF THE INSPECTOR GENERAL WHICH HELPS PREVENT FRAUD IN OUR PROGRAMS. THE DEPARTMENT OF HUMAN SERVICES IS RESPONSIBLE FOR SERVING AND PROTECTING THE MOST VULNERABLE MINNESOTANS; BUT SINCE WALZ HAS TAKEN OFFICE AT THE DEPARTMENT HAS BEEN EMBROILED IN CHAOS PICTURE THAT POPPE THAT YOU SEE AS A GIFT OR HOWEVER; AND IT SAYS ITS FINE AND MEANWHILE ALL RUN THE POPPE THERE’S A FIRE THAT’S GOVERNOR WALZ SANG ITS FINE MEANWHILE THE DEPARTMENT HUMAN SERVICES IS UNDER SIEGE. THE INSPECTOR GENERAL IS ON PAID LEAVE TO DOUBT AGENCY LEADERS ARE RESIGNING IN NOW COMMISSIONER LOUREY HAS RESIGNED. LEADERSHIP IS TOP DOWN MY FRIENDS THE CHAOS AT DHS REFLECTS A LACK OF FOCUS BY GOV. WALZ IN ASSURING THAT MINNESOTA IS DISABLED ELDERLY AND POOR ARE TAKING CARE OF AND TAX DOLLARS ARE BEING USED APPROPRIATELY. THIS WEEK WILL MARK THE FOURTH MONTH SINCE CAROLYN HAM WAS PLACED ON INVESTIGATIVE LEAVE BY THE DEPARTMENT OF HUMAN SERVICES AND SINCE THAT TIME SHE HAS EARNED OVER $42;000. MORE THAN MANY MINNESOTANS MAKE IN YOUR. THIS IS OFFENSIVE TO MINNESOTA TAXPAYERS THEY ARE UPSET AND THAT’S WHY WE SHOULD PASS LEGISLATION THAT HAS BEEN OFFERED BY REPRESENTATIVE JURGENS FOR A SIMILAR BILL BY DFL REP THAT WOULD LIMIT THE AMOUNT OF TIME THAT TAXPAYERS MUST PUT THE BILL WHILE STATE EMPLOYES ARE ON INVESTIGATIVE LEAD ONCE AGAIN THESE ARE TAX DOLLARS AT DHS HAS REFUSED TO OFFER ANY INFORMATION OF THE STATUS OF THE INVESTIGATION AND DEMOCRATS IN THE LEGISLATURE HAVE REFUSED TO CONDUCT ANY OVERSIGHT. TWICE NOT ONCE BUT TWICE THEY’VE BLOCKED EFFORTS TO SUBPOENA MISS HAM AND ALLOW LEGISLATORS TO QUESTION HER ABOUT THE CHILD CARE FRAUD AND LEADERSHIP AT THE OIG NOW HERE WE ARE FOUR MONTHS LATER WE STILL DON’T HAVE ANSWERS AND THERE IS CHAOS AT DHS I WOULD LIKE TO SAY THAT DHS NOW IS A DUMPSTER FIRE WITH CHUCK JOHNSON WHO WAS SERVED AS ACTING OIG AND MS. HAM ABSENCE IS NOW LEADING WE NEED TO KNOW FROM GOV. WALZ WHAT THE PLAN IS TO TURN THE PAGE AT THE INSPECTOR GENERAL’S OFFICE TO ENSURE IT’S FULFILLING ITS MISSION TO DHS. I HAVE SUBMITTED TO DHS THE LETTER AND DATA PRACTICES REQUEST SEEKING ANSWERS TO THESE QUESTIONS I WILL HAVE AN UPDATED REQUEST COMING AS A RESULT OF THE SUDDEN RECOGNITION THAT WILL COVER EMAILS AND A TENT OVER THE WEEKEND YOU HAVE A COPY OF THE FIRST REQUEST IN YOUR PACKET. LASTLY THIS TURMOIL IS YET ANOTHER REASONS WE NEED TO TAKE THE ADVICE OF OUR NONPARTISAN LEGISLATIVE AUDITOR AND MAKE OUR INSPECTOR GENERAL AN INDEPENDENT ENTITY AND NOW YOU GET TO HEAR FROM LEADER DAUDT .>>THANK YOU ALL FOR BEING HERE THIS MORNING. I WISH THINGS WERE A LOT BETTER IN DHS BUT UNFORTUNATELY THERE’S SOME TURMOIL IN THE LAST FEW WEEKS AND PARTICULARLY OBVIOUSLY OVER THE WEEKEND. WE WERE VERY ALARMED TO HEAR THE COMMISSIONER WAS RESIGNING THIS MORNING WE PROBABLY ASSUME THAT’S APPROPRIATE AND THERE ARE THINGS GOING ON IS DHS THAT WANT THE RESIGNATION I THINK IT’S TIME FOR MINNESOTANS TO KNOW WHAT THE REASONS OUR. FOR CALLING FOR MORE TRANSPARENCY WE WANT TO KNOW EXACTLY WHAT’S GOING ON THE DHS WE OF THE TOP THREE OFFICIALS AT DHS WEB NOW EXITED WE HAVE THE INSPECTOR GENERAL WHO IS BEEN ON ADMINISTRATIVE LEAVE FOR FOUR MONTHS WITHOUT AN INVESTIGATION STARTING INTO HER PERFORMANCE; TO ME THAT MISMANAGEMENT OF THE HIGHEST LEVEL. FRANKLY IT’S TOO EARLY IN THE WALZ ADMINISTRATION WHERE THE SCANDAL OF THIS SIZE SO IT’S TIME WALZ ADMINISTRATION IS TRANSPARENT AND HONEST WITH MINNESOTA ABOUT WHAT IS GOING ON AT DHS AND FRANKLY THE LARGE PART OF THE BUDGET THE LARGEST AGENCY PROBABLY LARGEST STATE AGENCY IN THE LARGEST PIECE OF THE STATE BUDGET 41 PERCENT OF THE STATE BUDGET THIS IS A BIG DEAL AND IN TAX ABOUT 20% OF MINNESOTANS WHO RELY ON DHS FOR SERVICES. WE KNOW THERE IS FRAUD DHS EVERYONE KNOWS THAT; IT’S NOT ABOUT WHETHER OR NOT THERE IS FRAUD DHS IT’S ABOUT HOW MUCH IS THERE? WHAT WE KNOW THAT NEEDS TO HAPPEN IS AN INVESTIGATION TO WHERE THE FRAUD IS AND WHAT WE CAN DO TO CURB THAT FRAUD WE’RE GOING TO BE LOOKING FOR THE NEXT COMMISSIONER OF THE TEST IS TO MOVE FORWARD WE WANT SOME WILL ROLL UP SLEEVES BEGAN TO MAKE SURE THAT TAX DOLLARS THAT ARE BEING SPENT DHS ARE BEING SPENT WISELY EFFICIENTLY AND EFFECTIVELY WHAT TO MAKE SURE PEOPLE GET THE SERVICES THEY NEED FROM THE STATE OF MINNESOTA AND WE’RE NOT WASTING MONEY. IT COMES A TIME WHEN FRAUD IS OVERLOOKED ENOUGH THAT GOVERNOR WALZ WILL FIX THE FRAUD IF HE DOES NOT IN TO FIX THE BODY BECOMES PART OF A FRAUD WE WANT TO MAKE SURE THAT DOESN’T HAPPEN WE WANT TO MAKE SURE WE CURB FRAUD I’M SURE GOVERNOR WALZ WOULD AGREE WE DON’T WANT FRAUD IN OUR DHS PROGRAMS BUT YOU CAN’T SAY YOU DON’T WANT FRAUD IN DHS AND THEN LOOK THE OTHER WAY WITH WHAT’S HAPPENING FOR MONTHS OF NOT INVESTIGATING WHAT WAS GOING ON WITH THE INSPECTOR GENERAL’S OFFICE HAVING HER ON ADMINISTRATIVE LEAVE FOR $2;000 WORTH OF SOUND RIGHT NO INVESTIGATION INTO WHAT WAS GOING ON AT; IS SHOCKING. WE WANT TO MAKE SURE THAT FROM THIS POINT FORWARD THAT WE WANT TO SEE TRANSPARENCY AS I SAID I ASSUME THE COMMISSIONER RESIGNATION WAS APPROPRIATE I DON’T KNOW WHAT WAS GOING 9; BUT IT APPEARS WE HAVE THE TOP THREE PEOPLE AND THE LARGEST STATE AGENCY THAT OF THE SLEEP THERE WAS A SCANDAL THAT WARRANTED THIS RESIGNATION. WHAT WE WANT TO KNOW NOW IS TO MAKE SURE THAT WE CAN PREVENT THIS FROM HAPPENING AGAIN AND WE WILL TAKE QUESTIONS.>>HE WORKED CLOSELY WITH COMMISSIONER LOUREY AND THE SENATE ALLOW THE SAME ISSUES; CAN YOU DESCRIBE THAT RELATIONSHIP AND HALT YOU THOUGHT HE WAS DOING THE JOB AND WERE YOU SURPRISED?>>WE HAVE A FUNCTIONAL WORKING RELATIONSHIP HE DID REACH OUT TO ME AS THE DEPUTIES WERE RESIGNING LAST WEEK. I DIDN’T GET A HEADS UP ABOUT THIS THIS I’M SURE IT IS DIFFICULT FOR HIM I HAD HOPED HE WOULD BE A TRANSFORMATIVE LEADER; IT MAY BE THE CASE THAT DHS IS TOO BIG OF AN ENTRENCHED BUREAUCRACY AND SOMEONE WITH COMMISSIONER LOUREY EXPERIENCE THERE’S BEEN PROPOSALS IN THE PAST BOTH REPUBLICANS AND DEMOCRATS TO BREAK UP DHS THERE HAVE BEEN PROPOSALS THERE SHOULD BE AN OVERSIGHT BOARD OF SOME TYPE BECAUSE IT IS TOO BIG AND I WILL TELL YOU AS A LEGISLATOR OR THERE ARE NUMBER OF EMPLOYEES THERE IS THAT WHEN YOU ASK THEM FOR SOMETHING THEY TATTOO ON THE HEAD AND SAY YOU JUST DON’T UNDERSTAND AND THE WAIT FOR THE NEXT COMMISSIONER IN THE NEXT LEGISLATIVE COME FORWARD I THINK THERE ARE FUNDAMENTAL PROBLEMS. AT PROBLEMS>>IF YOU’RE GOING TO SPLIT UP THE DEPARTMENT?>>I WOULD ADVOCATE FOR TAKING AN INSPECTOR GENERAL OFFICE OUT THAT TO BE SEPARATED FROM ANY OF HEALTH CARE ASPECTS THERE ARE THE PEOPLE WHO WANT A CHILD PROTECTION SEPARATED AS WELL. THERE IS A PATH FORWARD IT DOES CREATE MORE COMMISSIONERS AND MORE HIGH SALARIES; BUT IF IT IS NECESSARY FOR REFORM IF YOU CAN HELP AND LOOK AT HOW SMALL DEED IS COMPARED TO WHAT DIRECT CARE AND TREATMENT WOULD BE MAYBE WE NEED TO REFOCUS THAT’S WHY WOULD ADVOCATE FOR THE GOVERNOR TO LOOK AT PRIVATE SECTOR EXPERTS TO COME AND WE’VE HAD THE USUAL CAST OF CHARACTERS I’VE BEEN ON MORE HEALTH COURT TASK FORCE’S THAT I CARE TO THINK ABOUT AND THEY NEVER COME UP WITH ACTUAL BEFORE ME JUST COME UP WITH ANOTHER PROGRAM TO PILE ON TOP OF AN EXISTING PROGRAM. I THINK IT’S TIME FOR US TO TAKE A RADICAL LOOK AT THE WAY THE DEPARTMENT OF HUMAN SERVICES IS STRUCTURED THE CULTURE AND HUMAN SERVICES BECAUSE OBVIOUSLY ACCOUNTABILITY IS IN PART OF WHAT THEY DO EVERY DAY OR YOU WOULDN’T HAVE THE PROBLEMS WE HAVE.>>WHEN YOU SAY THE PRIVATE SECTOR WOULD DO ENVISION PRIVATIZING SOME OF THE SERVICES?>>I THINK THERE MAY BE THINGS THAT COULD BE PRIVATIZED BUT DURING THIS TRANSITIONAL COMMISSIONER THERE ARE PRIVATE SECTOR EXPERTS WHO KNOW HOW TO DO THINGS BETTER THAN THE PEOPLE AT DHS AND WILL TAKE A FRESH LOOK. WE DON’T DO THAT AS A HABIT IN GOVERNMENT WHICH SOUGHT WAS HIGHLY SUCCESSFUL WITH MNLARS SOMETIMES WE DO IS STEP OUT OF A COMFORT ZONE GOVERNMENT IS NOT ALWAYS THE ANSWER FOR EVERYTHING AND THIS IS A GREAT OPPORTUNITY FOR THE GOVERNOR TO ATTEMPT TO TAKE A VICTORY LAP ON SOMETHING THAT WILL BE SUSTAINED AS LEADER DAUDT SAID THE FRAUD CONTINUES AND THE DISCUSSION CONTINUES/.>>THE GOVERNOR TODAY SAID HE DIDN’T THINK THE SHAKE-UP WAS CONNECTED TO THE FRAUD IN THE C- CAP PROGRAM. ANY THOUGHTS ON THAT?>>MY POINT WOULD BE THERE IS A CULTURAL PROBLEM AT THE DEPARTMENT OF HUMAN SERVICES AND REGARDLESS OF HOW IT’S MANIFESTING ITSELF IS IS A FUNDAMENTAL PROBLEM WITH THE ORGANIZATION THAT DOESN’T REQUIRE ACCOUNTABILITY AND TRANSPARENCY IN THE PROTECTION OF TAXPAYER DOLLARS TO THE PEOPLE THEY’RE SUPPOSED TO SERVE YOU’RE GOING TO SEE PROBLEMS CROP UP AND ALL. SORTS OF ALL>>IF THE GOVERNOR ASKED YOU TO SERVE AS COMMISSIONER WOULD YOU DO THAT?>>THE GOVERNOR WILL NOT ASK ME. [LAUGHTER]. I THINK THAT MIGHT MAKE NEWS. I WILL HELP ANY WAY I CAN BUT THAT’S NOT MY ROLE.>>LEADER DAUDT YOU TALKED ABOUT THE FRAUD YOU WERE SUGGESTING IT WIDESPREAD WHAT EVIDENCE YOU HAVE A VAT?>>LITERALLY OUR NONPARTISAN LEGISLATIVE AUDITOR IN AUDIT AFTER AUDIT OF PROGRAM AFTER PROGRAM HAS FOUND A REAL FRAUD AT DHS AND WHAT WE GET IS KIND OF STONEWALLED EVERY TIME WE WANT THE AGENCY TO LOOK INTO AND DIGGING DEEPER AND ASSURES THERE IS NO FRAUD TO THE POINT WHERE THEY ARE DENYING OR DISAGREEING THERE COULD BE FRAUD. IT’S THE QUESTION OF WHETHER THERE IS FRAUD AND THERE IS FRAUD DHS AND WE HAVE THE NON-PARTISAN LEGISLATIVE AUDIT REPORT THAT SHOWED THAT TIME AND TIME AGAIN IN PROGRAM AFTER PROGRAM THERE MANY PEOPLE THINK IT’S MUCH LARGER THAN WHAT THE LEGISLATIVE AUDITOR HAD FOUND. WHAT WE WANT OUR ANSWERS AND IF THERE IS NO FRAUD. AND PROVE FRAUD IF THERE IS NO SCANDAL BEHIND RESIGNATION OF THESE THREE PEOPLE AND BE TRANSPARENT AND PROVE THAT LETS KNOW EVERYTHING THERE IS TO KNOW ABOUT WHY THIS IS HAPPENING WHY FOR FOUR MONTHS TO DID NOT ADDRESS A AND INVESTIGATE THE INSPECTOR GENERAL AND HER PERFORMANCE WHAT WE HAD HER ON LEAVE? WHY DID IT TAKE FOUR MONTHS AND TODAY THE GOVERNOR SAYS THEY STARTED THAT INVESTIGATION BECAUSE YOU ASKED ABOUT IT I ASSUME ; WHY DID IT TAKE FOUR MONTHS TO START THAT? THESE RESIGNATIONS HAVE NOTHING TO DO WITH THAT WE CAN VOTE FOR TWO WEEKS AGO WE HAD THE PERSON WAS FILLING IN AT THE ACTING EXPECTED GENERAL RESIGN AS WELL FROM DHS. WE CAN’T SAY THERE’S NOT A CONNECTION BETWEEN THESE RESIGNATIONS AND THE FRAUD AT DHS; THE CONNECTION IS VERY DIRECT WE HAVE ONE INSPECTOR GENERAL ON AN INVESTIGATIVE LEADS WE HAVE THE ACTING INVESTIGATOR WHO WAS RESIGNED FROM THE PROGRAM MY HOPE IS NOW I DON’T KNOW WHAT THE SCANDAL IS THAT HAPPENING AT DHS THAT’S CAUSING THESE RECOMMENDATIONS BUT I HOPE NOW THAT COMMISSIONER LOUREY HAS RESIGNED HOPEFULLY IT GOES TO FOLKS LAST WEEK RESIGNED WILL CONSIDER IN STATE. BUT THE SCANDAL IS BIG ENOUGH AND THERE’S A PROBLEM ALL THE NEAT LEADERSHIP NEEDS TO GO SOME AND INSTEAD THE COURAGE AND GOVERNOR WALZ TO SAY LET’S SHAKE THE WHOLE THING UP AND START FROM SCRATCH BECAUSE THIS DEPARTMENT IS RESPONSIBLE IMPACTS OF MINNESOTANS LIVES THAT WE CAN’T JUST LOOK THE OTHER WAY. HAVE TO ADDRESS THAT.>>IN THE INSPECTOR GENERAL RESIGNATION IS THE LACK OF ADEQUATE OVERSIGHT OF C-CAP? THERE’S NO ONE IN STATE GOVERNMENT WE WERE NEGLIGENT IN STOPPING THAT YOU CAN COMPLAIN ABOUT BUT GIVEN THE FACT THERE IN ATTEMPTING TO GET RID OF HER THIS THAT THE ST. WE NEED A BETTER JOB.>>IT TOOK THEM MONTHS DREXEL ACKNOWLEDGED AN INVESTIGATION WAS ONGOING ON WE AS A TAXPAYER REPRESENTATIVES ALL BELIEVED THERE WAS AN INVESTIGATION ONGOING. I ASKED REGULARLY AND WAS TOLD IT WAS A PERSONNEL MATTER WERE CONTINUING TO WORK THROUGH IT. SECONDLY; I HAD A BILL THAT WE PASSED OFF THE SENATE FLOOR TO MAKE THE OIG INDEPENDENT APPOINTED BY THE GOVERNOR SIX MONTHS TERM CONFIRMED BY THE SENATE SO WOULD BE INDEPENDENTLY ACCOUNTABLE HOUSE DEMOCRATS WOULDN’T MOVE ON THAT. WOULDN’T GIVE IN ALL BECAUSE EVERYONE’S INTERESTED IN PROTECTING THE STATUS QUO. UNTIL THE GOVERNOR DECIDES THE STATUS QUO IS GOING TO CHANGE IN JOINS WITH TEST TO SEE THE STATUS QUO HAS TO CHANGE DHS IS GOING TO CONTINUE TO HAVE THESE PROBLEMS THE OIG IS A SYMPTOM OF AN UNDERLYING PROBLEM.>>I’M NOT SURE WHO DATE IS BUT THEY SAID AT THIS WAS NOT RELATED TO C-CAP FOR ONE TO ASSUME IT WAS PERSONAL?>>THE RESIGNATIONS OR THE CAROLYN HAM INVESTIGATION INVESTIGATION I INQUIRED ABOUT THIS THAT IT’S A PERSONAL MATTER WE HAVE TO BE CAREFUL WHAT WE SAY PUBLICLY BECAUSE THIS COULD GET INTO DIFFICULT LEGAL TERRITORY AND I RESPECTED THAT/. AT NO TIME DID I SAY WE’RE NOT DOING AN INVESTIGATION AND NOW FIND OUT FROM THE MEDIA THAT THEY WEREN’T DOING AN INVESTIGATION AND THE LEADER POINTS OUT THE GOVERNOR TODAY SAID YES THERE’S AN INVESTIGATION SO THE PRESS SHOULD FIND OUT WHEN THE INVESTIGATION ACTUALLY STARTED. I THINK REPRESENTATIVE FRANSON IS EXACTLY RIGHT THERE NEEDS TO BE FUNDAMENTAL CHANGES THE WAY WE TREAT EMPLOYEES WHO ARE UNDER INVESTIGATION OR SHOULD NOT BE DRAWN THEIR WHOLE SALARY WE CAN WITHHOLD UNTIL THE INVESTIGATION IS DONE BUT THIS IS RIDICULOUS AND I DON’T KNOW IF THERE’S A UNION STANDING IN FRONT OF THIS THAT SLOWING EVERYTHING DOWN THERE WOULD BE ANOTHER GOOD QUESTION. UNTIL IT’S PROVEN SHE WAS EITHER NEGLIGENT OR THERE’S SOME RESOLUTION TO THE INVESTIGATION SHOULD BE DISMISSED OR PLACED BACK IN THAT POSITION BUT ULTIMATELY WHAT HAPPENED IS FOUR MONTHS WENT BY WHEN SHE DREW A PAYCHECK WHERE NO INVESTIGATION HAPPENED THAT’S THE PROBLEM THAT’S THE PROBLEM NO ONE WAS INVESTIGATING. HAM AND A LACK OF AN INVESTIGATION AND HE SAID IT HAS STARTED NOW ALTHOUGH IT WAS VERY RECENT WAS THE WAY HE STATED TO ME ON THE PHONE WHICH LEADS ME TO BELIEVE IT’S LITERALLY HOURS A DAY IS THE INVESTIGATION IS STARTED. I DON’T THINK THAT’S IN DISPUTE. THE GOVERNOR SAID THIS MORNING AT A NEWS CONFERENCE THE INVESTIGATION HAS STARTED WHAT WE KNOW THE FACT HAVEN’T TOLD US WHEN STARTED LEADS US TO BELIEVE THE DATA JUST STARTED WHICH MEANS FOUR MONTHS HAS GONE BY WITH HER GETTING PAID WITH NO INVESTIGATION AND I THINK THAT’S MISS BENNETT AND AT THE TOP LEVEL.>>IF YOU HAVE THE HANN INVESTIGATION WITH FOR MONTHS OF NOTHING HAPPENING AND YOU HAVE THESE RESIGNATIONS AND COMMISSIONER LOUREY RESIGNATION WHAT IF THEY’RE UNRELATED AND THE RESIGNATIONS ARE ABOUT PERSONALITY DISPUTES PEOPLE NOT GETTING ALONG AND IT THINGS LIKE THAT; HOW DOES THIS FIT IN YOUR MIND.>>WE’RE NOT GOING TO JUDGE WHY THIS IS HAPPENING UNTIL WE KNOW THE FACTS BUT THAT’S WHY WE’RE HERE WE BELIEVE WE WANT TO KNOW THE FACTS WE NEED TO KNOW THE FACTS AND WE BELIEVE MINNESOTANS DID DESERVE TO KNOW THE FACTS THE TOP THREE PEOPLE IN AN AGENCY RESIGNING WITH IN THE COURSE OF SEVEN DAYS OR WHATEVER IT GUESS THAT’S A BIG DEAL THIS IS A BIG SCANDAL. I WAS TOLD THIS MORNING TODAY WAS THE COMMISSIONERS LAST DAY WHICH TELLS ME THIS PROBABLY DIDN’T HAPPEN THIS MORNING PROBABLY HAS BEEN BOILING UP FOR A FEW DAYS AS A RESULT OF THE OTHER TWO SECOND AND THIRD STOP PEOPLE LEAVING WITH THE LAST WEEK; I KNOW THAT IT PROPER TO SPECULATE WE JUST WANT TO KNOW THE ANSWERS I ASSURE YOU COMMISSIONER LOUREY DIDN’T GIVE UP A SENATE SEAT TO SERVE AS COMMISSIONER FOR SIX MONTHS AND I THINK THIS IS ONE OF THE EARLIEST DEPARTURES OF A COMMISSIONER IN RECENT MEMORY AND USUALLY THERE’S PRETTY SIGNIFICANT CIRCUMSTANCES BEHIND HER RESIGNATION WHEN IT HAPPENS LIKE THIS. JUST WANT TO KNOW WHAT THE PEOPLE’S ART BEHIND THE RESIGNATION WAS HAPPENING WHY WE HAD THE TWO RESIGNATIONS LAST WEEK AND FURTHERMORE HOW WE DEAL WITH THE FRAUD AND WASTE AND ABUSE AND CAN SEPARATE OUT THE INSPECTOR GENERAL’S OFFICE.
