Chicago Week in Review full episode: Sept. 20, 2019

[MUSIC] GOOD EVENING AND WELCOME TO THE WEEK IN REVIEW. I AM PARIS SCHUTZ. MAYOR LIGHTFOOT RECEIVES BLOWBACK FOR HER PLAN TO EXCLUDE MARIJUANA SALES IN THE CITIES CENTRAL BUSINESS DISTRICT. >>OUR AREA ALONG THE MAG MILE AND PARKS ARE INCREDIBLY IMPORTANT TO OUR HOTEL AND TOURISM BUSINESS. WE WANT TO MAKE SURE THAT THOSE DAY FAMILY-FRIENDLY LOCATIONS.>>I AM HOPING WE CAN FIND MIDDLE GROUND WHERE MAYBE 1 OR 2 LICENSES WILL BE ALLOWED DOWNTOWN TO START BECAUSE WE DEFINITELY NEED THAT REVENUE.>>DOWNTOWN ALDERMEN RILEY WANTS THE POT BUSINESS WHERE THE TOURISTS ARE. MAYOR LIGHTFOOT SAID SHE WANTS TO KEEP THE AREA FAMILY-FRIENDLY.>>WERE TALKING ABOUT BRINGING PEOPLE TO THE LIVABLE WAGE THAT THEY CAN COUNT ON EVERY DAY SO THAT THEY CAN PAY THEIR BILLS IN CHICAGO.>>THEY WOULD RAISE THE CHICAGO HOURLY MINIMUM WAGE TO $15 BY 2021 SIGNALS A POTENTIAL COMPROMISE ON PAYING TO WORKERS. IN CHICAGO AND AROUND THE WORLD TODAY YOUNG PEOPLE ARE RALLYING TO BRING AWARENESS TO CLIMATE CHANGE. AND, IN SPORTS.>>AT THE TOP OF THE TENT THERE IS MATT CARPENTER.>>HARD HIT TO DEEP DENTAL PLAY CENTER FIELD. IT IS GONE!>>THE PRESSURE IS ON AS THE CUPS BATTLED THE DIVISION LEADING ST. LOUIS CARDINALS IN A KEY SERIES TO MAKE THE PLAYOFFS.>>Host: JOINING US ARE DAN MIHALOPOULOS, LAURA WASHINGTON, GREGORY PRATT AND JIM LITKE LET’S GET RIGHT INTO THIS. GREGORY PRATT WHAT IS THE MAYOR’S RATIONAL FROM KEEPING MARIJUANA AWAY FROM THE LOOP?>>Guest: SHE WANTED TO BE FAMILY-FRIENDLY.>>Host: WHAT DOES THAT MEAN?>>Guest: SHE’S AFRAID OF PEOPLE WALKING AROUND IN SMOKING JOINTS AND QUOTING CHEECH AND CHONG AT THE TOURIST ATTRACTIONS.>>Host: JUST BECAUSE THEY CAN’T BUY IT IN THE LOOP DOESN’T MEAN THEY WON’T TAKE IT TO THE LOOP AND DO JUST THAT.>>Guest: YOU WOULD THINK THAT IF THE CONCERN IS SMOKING IN THE LOOP YOU WOULD REMIND PEOPLE TO GET AN EDIBLE. I BET THERE’S A LOT OF PEOPLE WHO COME TO CHICAGO AND GO ON THE ARCHITECTURE CREWS AND EAT AN EDIBLE AND CHILL OUT. [LAUGHTER] >>Host: THOSE BUILDINGS MIGHT TAKE ON A WHOLE NEW LIFE ON THAT WAY. DAN MIHALOPOULOS IS A MAYOR GOING TO ALTER HER PROPOSAL IF THE ALDERMEN SAYS IF WE ARE GOING TO GET THE REVENUE OUT OF THIS WE NEED TO PUT IT WHERE THE TORSTAR?>>Guest: HURT WILLINGNESS, CERTAINLY AS THE LAST MAYOR, TO MODIFY SOME PLANS, SHE SEEMS TO BE THROWING DOWN A MARKER THERE. YOU KNOW, DOWNTOWN IN A LOT OF WAYS COULD BE A GOOD SPOT FOR THROUGH A REVENUE PERSPECTIVE NO DOUBT ABOUT IT AND THAT’S WHAT THE CITY NEEDS IS MORE MONEY.>>Guest: THIS WHOLE POINT ABOUT FAMILY-FRIENDLY WHAT ABOUT THE NEIGHBORHOOD WHERE SHE ASPIRES TO PUT THESE PLACES IN THE NEIGHBORHOODS WHERE FAMILIES LIVE AND PLAY AND DO A LOT OF THINGS. IT DOESN’T MAKE SENSE. IT REMINDS ME OF HER CASINO PROPOSAL HER PITCH DO NOT HAVE A CASINO DOWNTOWN BUT TO HAVE IN A NEIGHBORHOOD. SHE’S FINDING IT REALLY HARD TO NOT BRING NEW REVENUE INTO THE CITY AT A TIME WERE WE DESPERATELY NEED IT. HOW MANY OTHER TIMES DO YOU HAVE AN OPPORTUNITY TO BRING BRAND-NEW REVENUES THAT ARE NOT TAXED IN THE CITY?>>Host: I DON’T THINK SO. I THINK SHE’S WORRIED ABOUT PEOPLE CONGREGATING SPONTANEOUSLY ANYWHERE DOWNTOWN. I THINK THAT’S THE MAIN CONCERN. THEY DON’T WANT LIKE A FREAK SHOW GOING ON DOWNTOWN.>>Host: ESTABLISHING SEVEN MARIJUANA ZONES ACROSS THE CITY, HOW MANY PERMITS WILL BE ALLOWED IN EACH AREA?>>Guest: I THINK UNDER THE CURRENT PLAN IT IS SEVEN IN EACH ZONE AND THEN 14 IN MAY SO THEY WOULD FACE IT OUT. THE IDEA AND THAT IS TO HAVE IT SPREAD OUT ACROSS THE NEIGHBORHOOD AND NOT JUST EVERYBODY HANGING OUT THE NORTH SIDE.>>Host: AT THE SAME TIME, DAN MIHALOPOULOS IF THE CITY COUNCIL GIVES THE OKAY TO MARIJUANA THEY ARE TRYING TO GET RID OF VAPING ALTOGETHER AND THOUGH RAY LOPEZ HAS A PLAN TO COMPLETELY ELIMINATE VAPING. WILL THAT FLY?>>Guest: THE MAYOR SHUT IT DOWN RIGHT OUT-OF-THE-BOX. SHE AND RAY LOPEZ DO NOT GET ALONG AND THAT’S PROBABLY ONE OF TWO ALDERMEN THAT ARE SUSPECTED OF TRYING A LITTLE BIT OF A REBELLION IN THE CITY COUNCIL. I WILL BELIEVE A REBELLION IN THE CITY COUNCIL WHEN I SEE IT. [LAUGHTER] IT’S BEEN PROVED UNDER PREVIOUS MAYORS GOING BACK TO RICHARD DALEY AND BEFORE THAT IT DOESN’T SEEM TO MATERIALIZE EXCEPT WITH ONE NOTABLE EXCEPTION IN THE 80S. AND SO, I THINK VAPING SHE SAID, DOES NOT APPROVE LOPEZ IS PROPOSAL. AND THE FUNNY THING IS PRESIDENT TRUMP WANTS TO BAN IT, TOO. A LOT OF PEOPLE THOUGHT THAT WAS A STUNT BECAUSE VERY FEW PEOPLE HAVE DIED FROM VAPING.>>Host: AND LIGHTFOOT HAS COME OUT AGAINST VAPING SHE HAS A PROPOSAL OF LIMITING IT AND NOT ENTIRELY BAN IT.>>Guest: SHE SAID THE FLAVORS BEING USED. THE ARGUMENT IS LARGELY THAT THIS IS HOW YOU DRAG KIDS INTO THE WHOLE VAPING THING. VAPING, THERE’S A LOT OF COMMERCIAL ATTRACTION, SOME SERIOUS REVENUE TO BE HAD THERE AS WELL. THERE IS SOME EVIDENCE ALTHOUGH AGAIN, THE SCIENCE OF THIS WILL BE SORTED OUT IN THE NEXT COUPLE OF YEARS. SOME OF IT THAT PEOPLE WHO SMOKE CIGARETTES WILL MOVE OVER TO VAPING SO THEY DON’T WANT TO JUST THROW THAT OUT THE DOOR, THE BABY AND THE BATHWATER. BUT, THE FLAVOR — >>Host: WHAT ARE THEY TRYING TO DO HERE?>>Guest: THIS IS AN EASY WAY TO SHOW THAT YOU WILL HAVE BACK BONE AND STAND UP TO THE MERIT WITHOUT HAVING TO STAND UP TO THE MIRROR. THE TWO BIG BOATS THEY HAD THIS WEEK WERE THE ONE ON TICKETING UNFAIR TICKETING AND THE ONE ON BEING MORE TRANSPARENT ABOUT RELEASING CERTAIN INVESTIGATIVE REPORTS LIKE THE LAQUAN McDONALD INVESTIGATION. THEY VOTED OVERWHELMINGLY TO PASS HER.>>Host: IT HASN’T BEEN SHOWN IN THE LEGISLATIVE.>>Guest: EVEN SOMETIME TODAY IT WELCOME DOWN TO THE BUDGET AND THAT’S WHERE YOU WILL SEE THE REBELLION. IS THAT WHERE YOU WILL SEE THE REBELLION?>>Guest: THAT’S WHERE THE ALDERMEN HAS LEVERAGE, THE UPPER HAND AS THEY DO ON ANY GIVEN THING. IN THE ETHICS REFORM, PAST ALDERMEN HAVEN’T WANTED THAT PACKAGE. NOW ON THE BUDGET THAT IS DIFFERENT. THERE IS A UNDERCURRENT RIGHT NOW WHERE IT’S LOPEZ. DIFFERENT PEOPLE HAVE BEEN CRITICAL. THERE IS AN UNDERCURRENT IF YOU ARE THERE EVERY DAY LIKE I AM IN YOU SEE DIFFERENT ALDERMEN WHO ARE WILLING TO CRITICIZE IN COMMITTEE LIKE PATRICK TOWNSEND BUT THEY AREN’T WILLING TO TAKE THE STEPS TO FACE HER FACE-TO-FACE.>>Guest: THIS IS ALL ABOUT VOTES AND HAVING THE SUPPORT TO HAVE THE LEVERAGE. IS ANYONE IN THE COUNCIL ORGANIZING OR TAKING LEADERSHIP ON THIS?>>Guest: WHO KNOWS THE RULES BETTER THAN ANYBODY IS ED BURKE BECAUSE HE WAS THE ONLY ONE LEFT FROM THAT TIME WERE THE RULES DIDN’T MATTER FROM A DAY-TO-DAY BASIS ON THE CITY COUNCIL BUT WHO IT IS GOING TO FOLLOW HIM NOW HE IS UNDER INDICTMENT. HE APPARENTLY TRIED AND FAILED.>>Host: SPEAKING OF ROLES LAURA WASHINGTON TRIED THIS IG THAT PASSED THAT WOULD PROMOTE GREATER TRANSPARENCY OF CASES LIKE LAQUAN McDONALD. BUT IS THIS REALLY THAT TRANSPARENT BECAUSE IT’S A LOT APARTMENT IN THE EXECUTIVE BRANCH THAT’S GOING TO DECIDE WHEN THE PUBLIC CAN SEE AND WHY.>>Guest: YEAH, I THINK THE JURY IS VERY MUCH OUT ON HOW MUCH THIS NOTE MINISTRATION IT IS GOING TO BRING TO LIGHT THE TERMS OF TRANSPARENCY. PRIMARILY WHEN YOU TALK TO THE INVESTIGATION REPORT IS THE FREEDOM OF INFORMATION ACT AND THE REPORTERS I THINK THEY’RE GOING TO GET I NEED IN MUCH OF THE SAME WAY THAT WE’VE BEEN BLOCKED AND AND STONEWALLED BY PREVIOUS DEMONSTRATIONS. WE SHOULD BE RELEASING, THE SAME THING WITH THE IG SITUATION, SHE RAN PROMISING TO RELEASE THESE RECORDS. THE IG SAID THERE’S A MUCH FULLER STORY TO BE REVEALED IN THOSE RECORDS.>>Host: ABOUT LAQUAN McDONALD?>>Guest: YES AND STILL WILL WE GET EVERYTHING, I DON’T THINK SO.>>Guest: WHEN YOU GET INTO THE ALDERMEN AND YOU LOOK UNDER LAHOOD YOU SUDDENLY CHANGE YOUR VIEW ABOUT HOW MUCH TRANSPARENCY YOU WANT.>>Host: TRANSPARENCY AND CAMPAIGNING IS DIFFERENT THAN GOVERNING. UNLESS IT GOES BACK TO THE ANCIENT GREEKS! ALL RIGHT LET’S TAKE A LOOK AT SOME OTHER TOP POLITICAL STORIES. A MEMO FROM GOVERNOR J.B. PRITZKER GOVERNMENT OFFICE AND FROM STATE AGENCIES THAT THEY SHOULD PREPARE FOR CUTS NEXT YEAR.>>>THE OWNERS OF THE ARLINGTON RACETRACK AT THIS GOLDING FROM THAT RACING BOARD BECAUSE IT’S THREATENING TO CLOSE UP SHOP AND MOVE AWAY.>>>MAYOR LIGHTFOOT BOARD RACING OF THREATENING TO CLOSE SHOP AND MOVE AWAY. LIGHTFOOT SHOOTS DOWN A PLAN TO COOK COUNTY BOARD PRESIDENT PRECKWINKLE TO LOWER FARES ONTO SOUTH SIDE METRO LINES. SHE SPONSORS A BILL THAT WOULD RAISE CHICAGO’S MINIMUM WAGE TO $15 AN HOUR AND BY 2021.>>LET’S LOOK AT THIS CONTEXT. HE WILL HAVE ON THE BALLOT BY 2020 A CONSTITUTIONAL AMENDMENT TO PUT IN A GRADUATED TAX, THEY CALL IT A MILLIONAIRES TAX ONLY. THE WEALTHIEST PEOPLE WILL SEE A VERY SHARP INCREASE IN THEIR STATE INCOME TAX PAYMENTS. AT THE SAME TIME PEOPLE SAY WELL, YOU HAVE TO LOOK AT SPENDING AND WHY DO YOU CUT SPENDING? THIS WEEK OUR MPR COLLEAGUES DOWNSTATE REPORTED THAT THERE WAS A MEMO THAT WENT OUT TO ALL THE DIFFERENT AGENCIES SAYING YOU HAVE TO LOOK AT POSSIBLY CUTTING YOUR BUDGET BY 6.5 PERCENT AND LOST A LITTLE BIT IN THAT STORY WHICH WAS A 10 PERCENT CUT POTENTIALLY IN THE BOARDS AND COMMISSION WHICH I DON’T KNOW HOW MANY THEY ARE, LITERALLY SCORES OF THESE BOARDS AND COMMISSIONS. SOME OF WHICH DO MORE THAN OTHERS SOME OF WHICH PAY MORE THAN OTHER.>>Host: IT ENDED UP BEING PLUM POLITICAL JOBS.>>Guest: HE IS TAKING THE AX TO THE PREDECESSORS AND WHAT THEY HAVE USED TO DOLE OUT LITTLE GOODIES TO THEIR SUPPORTERS.>>Host: IN WASHINGTON ONE OF THOSE BOARDS AND COMMISSIONS IS THE RACING BOARD WHICH SLAPS DOWN THE OWNER OF ARLINGTON PARK FOR THEIR THREAT TO LEAVE. WHAT WAS THAT?>>Guest: IT WAS BECAUSE THE LEGISLATURE HAS TRIED TO CARVE OUT SOME BENEFITS FOR THAT INDUSTRY IN THE RACING LAWS THAT THEY JUST PASSED. IT LOOKS LIKE THEY ARE LOOKING AT IT WITH A JAUNDICED EYE. THE RACING BOARD IS SAYING WHAT IS YOUR PROBLEM?>>Host: JIM LITKE AS THE RACING BOARD AND ARLINGTON PARK A RELIC OF THE PAST SAYING THEY CAN’T COMPETE ANYMORE?>>Guest: BASICALLY IS ONLY GUARANTEED RACING THROUGH THE 2021 SEASON. THEY DID SOMETHING SIMILAR IN HOLLYWOOD PARK HAD ALL THE PROPERTY THAT IS THE NFL STADIUM FOR THE RAMS AND THE CHARGERS AND THEY DID THE SAME THING.FOR A STIPULATED TRANSACTION THERE WOULD BE THREE YEARS. THE THING THAT STINKS ABOUT THIS IS THAT RACING HAS BEEN ARGUING AND LOBBYING AND ARM-TWISTING FOR SLOTS AT RACETRACKS FOREVER. THAT WAS THE PROMISE STATING OF THE INDUSTRY. IT TURNS OUT THE FOURTH AT THE SAME PEOPLE THAT NOW OWN ARLINGTON PARK ALSO THE RIVERS CASINO.>>Host: THE DOWNS?>>Guest: CHURCHILL DOWNS IN WAUKEGAN. THEY WOULD BE CANNIBALIZING THEMSELVES IN A 25 MILE RADIUS. ALL THE SUDDEN ARLINGTON PARK DOES NOT MATTER. IT’S CHEAPER TO RUN A GAMING ASSOCIATION WITHOUT THE HORSES.>>Host: ALL THE LABOR THAT COMES WITH IT AND ALL THE REAL ESTATE. THIS IS A PRETTY CYNICAL PLAY.>>Host: DAN MIHALOPOULOS IS THIS A REALISTIC THREAT THAT THEY COULD FOLD UP AND STOP SOMETHING THAT HAS BEEN THERE FOR DECADES AND DECADES?>>Guest: SURE. I WOULD LIKE TO SEE THAT INDUSTRY HEADED TO THE GLUE FACTORY. IT DOESN’T HAVE MUCH OF A FUTURE. IT HAS BEEN DECLINING. WHEN THEY WERE PUSHING FOR SLOTS LIKE A PLACE LIKE ARLINGTON PARK WHICH IS A MASSIVE, MASSIVE PROPERTY IN A PRETTY NICE PART OF THE CHICAGO METRO AREA. IT’S A PRETTY NICE PIECE OF REAL ESTATE. THEY ARE PUSHING FOR THAT BEFORE THE TIME THERE WERE MANY CASINOS. BEFORE THE TIME THERE WAS MANY GAMBLING IN STRIP MALLS IN THE MUNICIPALITIES ALL OVER THE SUBURBS AND ALL OVER THE STATE EXCEPT FOR CHICAGO UNTIL NOW. SO NOW YOU’RE TALKING ABOUT NOW SPORTS BETTING IS COMING IN SO WHEN YOUR COMPANY LIKE YOU’RE LOOKING AT THE WHOLE CALCULUS OF IT. AND NOW THE NEW GAMING WILL CUT INTO WHAT THERE IS ALREADY.>>Host: GREGORY PRATT BACK TO THE CITY COUNCIL NEWS THERE WAS A HEARING ON A $15 MINIMUM WAGE BY 2021. IS THIS GOING TO SAIL THROUGH?>>Guest: YEAH, EVENTUALLY. THEY ARE GOING MUCH SLOWER THAN THEY WERE DURING THE FAIR WORKWEEK. THE FAIR WORKWEEK WAS ALWAYS GOING TO BE A FAD. THERE IS A DEBATE AS TO WHETHER OR NOT THEY WILL PASS THE $15 IN OCTOBER OR THEY WILL TRY TO HOLD THAT OUT AS A BUDGET SWEETENER TO TRY TO ENTICE SOME OF THE MORE PROGRESSIVE ALDERMEN INTO VOTING FOR THAT. IT WOULD BE A SMART THING TO DO BECAUSE WHATEVER THEY ARE GOING TO DO COULD POTENTIALLY BE UNPOPULAR HERE.>>WHAT IS THE POPULAR WILL THE COMPROMISE THAT THEY ARE GOING TO MAKE ON TIPPED WORKERS?>>Guest: THE INDUSTRY DOESN’T WANT TO PAY THEM $15 SO THEY WILL HAVE TO LOWER THAT AND COME TO SOME SORT OF MIDDLE GROUND. THE STONE FEDERAL PROSECUTORS TAKE A LOOK AT CARRIE AUSTIN’S CHIEF OF STAFF, CHESTER WILSON JR. SERIOUS CRIME IT IS GOING UP ON THE CTA TRAINS EVEN AS RIDERSHIP DECLINES.EMBATTLED ALDERMEN DENISE A.L. EAST COLLECTS NEARLY A $95,000 ANNUAL PENSION THAT HE COULD RECEIVE FOR THE REST OF HIS LIFE. IN CHICAGO AND AROUND THE WORLD YOUNG STUDENTS ARE BRINGING ATTENTION TO CLIMATE CHANGE. DAN MIHALOPOULOS YOU BROKE THE STORY.>>Guest: WE HAVE KNOWN SHORTLY AFTER THE FEDS RATED AUSTIN’S OFFICE ON 111TH STREET A FEW MONTHS AGO, CHESTER IS ONE OF THE PEOPLE THEY ARE LOOKING TOGETHER WITH THEIR FAMILIES AND A BUNCH OF DEVELOPERS. WE FOUND A DEAL ON CORLISS AVENUE AND 103RD STREET THAT INVOLVE CHESTER WILSON AND ONE OF THOSE DEVELOPERS. IT ESSENTIALLY ALLOWED HIM TO GIVE THE PROPERTY TO A BUSINESS PARTNER OF HIS, A PROPERTY WHERE HE OWED MORE THAN $150,000 WORTH OF PROPERTY TAXES. THOSE TAXES WERE WIPED AWAY.>>Host: IT SEEMS LIKE SOME SORT OF INSIDER DEAL. DO WE KNOW WHETHER THERE WAS ANY ORDINATION BETWEEN AUSTIN AND THE LAND BANQUET WHICH IS RAN BY PROMINENT COOK COUNTY POLITICIANS?>>Guest: THE BANK IS RAN BY BRIDGET GAYNOR. SHE IS A CHAIR ON THE BOARD. SHE HAS SAFEGUARDS TO MAKE SURE THE PEOPLE CAN’T GIVE A PROPERTY TO THE LAND BANK AND THEN STEER IT TO SOMEONE THEY KNOW AS WAS THE CASE HERE WE FOUND IN THE DOCUMENTS. WE DON’T KNOW WHY THOSE SAFEGUARDS DIDN’T PREVENT THAT DEAL FROM GOING THROUGH.>>Host: LAURA WASHINGTON WE ARE A FEW MONTHS AWAY FROM WHEN CARRIE AUSTIN’S OFFICES WERE RATED. YOU SUSPECT THERE FEDS ARE CLOSING IN ON SOME KIND OF INDICTMENT?>>Guest: I THINK THIS CASE MIGHT BE ONE WAY AND FOR THEM WHETHER SHE MAY OR MAY NOT HAVE BEEN PERSONALLY INVOLVED IN THAT. IF THEY CAN GET SOMETHING SPECIFIC ILLEGAL ON HER OR MAYBE THEY CAN FLIP HER STAFF PERSON TO GET TOUR INSTEAD. I THINK IT IS TOO EARLY TO TELL.>>Host: CHESTER WILSON HAS BEEN CLOSE WITH CARRIE AUSTIN FOR A LONG TIME. MAYOR LIGHTFOOT GAVE AUSTIN THIS NEW COMMITTEE DID CHESTER WILSON BENEFIT BY HAVING THIS COMMITTEE?>>Guest: ADJUSTER WILSON HAS STAYED WITH HER. CARRIE AUSTIN HAD ALL SORTS OF RELATIVES ON THE PAYROLL. A COUPLE OF THEM WHEN SHE WAS DEMOTED FROM THE BUDGET COMMITTEE TO THIS NEW COMMITTEE BY THE NEW MAYOR. A COUPLE OF HER RELATIVES LOST THEIR JOBS BUT CHESTER WILSON DID NOT. ADJUSTER WILSON CAME OVER TO THE COMMITTEE. WE ASKED FOR HIS PERSONNEL FILE AND IS A SECTION CALLED REFERENCES. THE LIGHT BUT HUMAN RESOURCES DEPARTMENT DECIDED TO BLOCK IT OUT. NOW WE HAVE FILED A LAWSUIT AS I MENTIONED EARLIER IN THE SHOW.>>Host: WHAT YOU ARE SAYING IS THEY ARE BEING LESS TRANSPARENT THAN WHAT THEY SAID THEY WOULD BE.>>Guest: I THINK SO.>>Guest: WHAT WOULD THE LIGHTFOOT MINISTRATION HAVE TO HIDE IN THIS CASE CONNECT IS OR SOMEONE CLOSE TOUR ONE OF THOSE REFERENCES?>>Guest: WE HAVE NO IDEA WHAT HAS BEEN REDACTED FROM THE PERSONNEL FILE. THE LIGHTFOOT ADMINISTRATION FEELS IT WOULD VIOLATE THE PRIVACY OF THE INDIVIDUALS WHO GAVE THOSE REFERENCES. THAT WAS THE ARGUMENT. THE TWO BUT AS A PUBLIC EMPLOYEE?>>Guest: IS A PUBLIC EMPLOYEE BUT WHOEVER SENT CHESTER WILSON TO THAT JOB IS NOT THE PUBLIC BUSINESS ACCORDING TO LIGHTFOOT.>>Host: MAY BE LIGHTFOOT STILL NEEDS THE SUPPORT OF CARRIE AUSTIN UNTIL THE FEDERAL HAMMER DROPS. GREGORY PRATT WHY IS MAYOR LIGHTFOOT PROPOSING THIS PROPOSAL BY PRECKWINKLE BY ESSENTIALLY HAVING THE SOUTH SHORE METRO OPERATE LIKE ANOTHER CTA LINE?>>Guest: SHE THINKS IT WILL HURT THE CTA. YOU WILL TRANSFER THE MONEY OVER TO METRA AND CTA WILL LOSE IT AND THEY HAVE ALREADY BEEN HURTING FROM RIDESHARE. I THINK IT IS TO PROTECT YOUR OWN RESOURCES AND THEY DON’T WANT TO HAVE TO DIG IN FOR HIGHER TAXES OR SOMETHING FROM THE CTA. STU WANT TO BE CLEAR THE PROPOSAL IS TO LOWER THE FAIR ON THAT PORTION OF THE METRA ELECTRIC TO 25 WHICH IS WHAT IT WOULD COST TO TAKE A CTA TRAIN.>>Guest: THE ARGUMENT IS THAT THE METRA IS BETTER FOR PEOPLE BUT THE ARGUMENT IS THAT PEOPLE DON’T USE IT SO LET’S MAKE IT EASIER. SHE SAID NO.>>Guest: PRECKWINKLE IS PUSHING THIS BECAUSE THERE HAS BEEN A GREAT DEMAND IN THE SOUTH SUBURBS FOR YEARS TO HAVE BETTER TRANSPORTATION. THAT’S WHAT THE RED LINE EXTENSION OF WHAT WE’VE BEEN WAITING FOR FOUR I DON’T KNOW HOW LONG WAS SUPPOSED TO DO BUT IT DOESN’T LOOK LIKE THE RED LINE EXTENSION IS COMING ANYTIME SOON. SHE IS TRYING TO FIND A STOPGAP LOWER INCOME WORKING-CLASS PEOPLE IN THEIR EFFORT TO GET TO WORK.>>Guest: SHE DID THAT.>>Guest: IT SOUNDS LIKE LIGHTFOOT DOESN’T WANT THE CTA TO DO THE SAME.>>Host: I THINK THIS IS ANOTHER NOTCH IN THE FIGHT BETWEEN PRECKWINKLE AND LIGHTFOOT.>>Guest: THEY HAD A MEETING THIS WEEK AND THEY AGREED TO KEEP TALKING AND THEN OVER THE NEXT DAY THEY FELL OUT OVER THIS TRANSPORTATION ISSUE. IT DOESN’T SOUND LIKE MUCH PROGRESS IS BEING MADE.>>Host: SPEAKING OF CTA WHY IS CRIME UP ON THE CTA EVEN THOUGH THEY HAVE MORE CAMERAS? CTA SPECIFIC POLICE OFFICERS? ANYONE WANT TO TAKE A STAB AT THAT ONE?>>Guest: THE CITY OF CHICAGO CAN’T REALLY SOLVE CRIMES IN GENERAL. EVEN WITH THESE CAMERAS, IF YOU ARE GOING TO COMMIT A CRIME THERE’S NO REAL DETERRENT TO COMMITTING CRIME IN THE CITY WHICH IS REALLY UNFORTUNATE. THAT IS OVERSTATING IT PERHAPS BUT THE CLEARANCE RATES ARE ABYSMAL FOR THE WHOLE CITY.>>Host: 12 PERCENT?>>Guest: IT’S BAD FOR CRIME ACROSS THE BOARD. THERE ARE A NUMBER OF CASES THAT GO ON UNFINISHED.>>Guest: UNSOLVED.>>Guest: I EXPECT EVERY DIRECTOR IS SITTING THERE POLICE RESOURCES TO THE SOUTH SIDE WHERE THE MURDER RATE IS VERY HIGH.>>Host: LAURA WASHINGTON SHOULD THE PUBLIC BE UPSET THAT DANNY SOLIS WANTED NICE ENDINGS AT HIS MASSAGE PARLORS AND WERE A WIRE ON HIS COLLEAGUES AND IS STILL GETTING A $95,000 PENSION?>>Guest: OF COURSE. BUT THIS IS BUSINESS AS USUAL IN CITY HALL. BUT, YOU KNOW, HE IS GETTING A HIGHER LEVEL PENSION THAN OTHER CITY EMPLOYEES. I WONDER HOW THAT HAPPENED?>>Host: THERE IS NOTHING ILLEGAL ABOUT SOLIS NOT RECEIVING HIS PENSION HE IS NOT BEEN INDICTED OR CONVICTED OF ANYTHING.>>Guest: WE HAVE TO BE CAREFUL BECAUSE HE HAS NOT BEEN CHARGED OVERLY BUT SEEING HOW HE IS COOPERATING WITH THE FEDS THERE IS A PRETTY FAIR GUESS AT SOME POINT WE WILL SEE HIM IN FEDERAL COURT AND OBVIOUSLY COOPERATING WILL GET HIM LENIENCY BUT, THE FEDERAL WHEELS OF JUSTICE MOVE SLOWLY AND I THINK THE FEDS ARE NOT GOING TO ACCELERATE THEIR PROCESS HERE HOWEVER IT ENDS UP PRECISELY FOR ALDERMAN SOLIS. I DON’T THINK THEY’RE GOING TO GO FASTER BECAUSE HE STARTED TO COLLECT HIS PENSION. THEY AREN’T IN OFFICE ANYMORE AND THAT’S WHY HE DIDN’T RUN FOR REELECTION.>>Guest: I THINK THIS IS FASCINATING. YOU TALK TO PEOPLE AND THERE ARE PEOPLE THAT THINK HE WILL NEVER BE CHARGED. THE COOPERATION IS SO GREAT THEY’RE GOING TO LET HIM COLLECT HIS PENSION AND GO WITHOUT A FELONY. AND THE PEOPLE I TALKED TO ALSO SAY IT IS UNPRECEDENTED. TAKING ADVANTAGE OF THE FLORIST WINS WHO TESTIFIED AGAINST EL CHAPO GROSSMONT. THEY STILL HAD TO EAT A FELONY CHARGE AND EL CHAPO — >>Host: A MUCH MORE WANT TO GUY AROUND THE WORLD AND ED BURKE.>>Guest: ED BURKE MIGHT BE THE TUNER BUT HE IS NOT THE KILLER WHALE.>>Host: WHAT WAS THAT BURKS NICKNAME IF EL CHAPO WAS GOOSE MONTHS NICKNAME?>>>COMING UP IN SPORTS, THE BEARS HOPE TO IMPROVE THEIR RECORD IN PRIME TIME IN WASHINGTON ON MONDAY NIGHT AND WITH THE WHITE SOX LOOKING AHEAD TO THE NEXT SEASON WHAT MIGHT THEIR REBUILD LOOK LIKE? THE CUBS ARE THE BASICALLY DONE?>>Guest: THEY ARE CLOSE. LAST PIECE OF ROPE.THEY ARE FIVE GAMES UP AGAINST THE CARDINALS AND THEY WILL HAVE TO WIN FOUR OF THOSE FIVE.THEY ARE LOSING THE WILDCARD RACE AT THE MOMENT TO THE BREWERS AND I THINK IF WASHINGTON FINISHES THE SEASON REASONABLY WELL THEY BASICALLY WILL BE GOING 8 AND 1 OVER THE REST OF THE WAY TO GET INTO THE PLAYOFFS.>>Host: HOW IS ANTHONY RIZZO STATUS?>>Guest: IF HE HITS A HOMERUN HE CAN WALK THE BASES INSTEAD OF RUN THEM WHICH IS NICE. I LISTENED TO THE GAME AND HE WAS PLAYING VERY CAREFULLY. THEY ARE NOT GOING TO DO ANYTHING CRAZY WITH HIM BUT THE FACT THAT HE WAS BACK WITH A PLEASANT SURPRISE. JOE MADDON DIDN’T KNOW HE WAS COMING BACK AND THAT’S TROUBLESOME SIGN.>>Host: DOES THAT MEAN THAT JOE MADDON IS NOT IN COMMUNICATION WITH HIS TEAM, THE GM? DOES ANTHONY RIZZO HAVE A COMMUNICATION THAT JOE MADDON WAS NOT IN ON?>>Guest: THAT SUGGEST THAT EITHER THE TEAM DOCTOR DIDN’T COME UP TO HIM AND SAY HEY, THROW HIM IN THE LINEUP. IT COULD BE JUST A COINCIDENCE THAT HE FELT THAT WAY. BUT, IT IS A LITTLE WORRISOME.>>Host: IS JOE MADDON HIS CAREER WITH THE CUBS TOAST IF THEY DON’T MAKE THE PLAYOFFS?>>Guest: YOU KNOW, SOMEONE WILL HAVE TO TAKE THE BLAME AND HE LOOKS LIKE THE MOST LIKELY GUY RIGHT NOW.>>Host: YOU WERE TELLING ME WHO MIGHT BE THE REPLACEMENT. AN INTERESTING NAME IS BEING PASSED AROUND.>>Guest: DAVE ROSS. HE WOULD START THE GAME WITH GOOD FAITH HE KNOWS THE BALLPLAYERS WELL AND HE’S CLOSE TO THESE GUYS AND HE LAID WITH THEM A LITTLE WHILE AGO TO GET A GOOD EFFORT OUT OF HIM FOR THE SEASON THE QUESTION IS HOW MUCH BASEBALL DOES HE KNOW WHEN HE SITTING ON THE BENCH?>>Guest: IS THAT UNUSUAL TO PROMOTE A PLAYER FROM THE TEAM LIKE THAT?>>Guest: A LOT OF GUYS DO GO UP THERE BUT KEEP IN MIND, YOUR BEST MAJOR LEAGUE MANAGERS HAVE BEEN CATCHERS OR MIDDLE INFIELDERS.>>Host: THEY KNOW SO MANY ASPECTS OF THE GAME.>>Guest: THEY SEE IT FROM A PERFECT VANTAGE POINT. AS OPPOSED TO A PITCHER WHO CAN JUST FOCUS AND ON THROWING A BASEBALL.>>Host: SPEAKING ON THROWING, MITCH TRUBISKY, IS WASHINGTON THE TEAM THAT CAN BE THE CURE ALL FOR THESE ILLS?>>Guest: YES. THIS IS JUST WHAT THE DOCTOR ORDERED. THIS GUY IS EITHER A SLOW LEARNER OR NO LEARNER AT ALL BECAUSE OF THE 16 GAMES HE HAS PLAYED THE FIRST TO THE SEASON ARE AMONG THE WORST HE HAS HAD IN THOSE 16 GAMES SUGGESTING THAT THE CURVE IS NOT GOING THE WAY YOU WANT.>>Host: AT WHAT POINT IS IT FAIR FOR FANS TO SAY ALL RIGHT WE TRIED TO DEVELOP THIS GUY IS NOT GOING TO WORK?>>Guest: IS WAY TOO EARLY AT THIS POINT. I THINK THE GUY WHO HAS TO MAKE THE MOST FUNDAMENTAL ASSESSMENT IS MATT NAGY. WE WERE TALKING BEFORE THE SHOW. RUN THE BALL, THROW THE BALL SHORT WHEN YOU NEED TWO FOR POSSESSION REASONS, TAKE A SHOT ON THE FIELD ONCE IN A WHILE BUT THE IDEA THAT TRUBISKY IT IS GOING TO WIN YOU A LOT OF GAMES, NOTHING BUT LAST WEEK IT WAS NOTHING SHORT OF A MIRACLE ON THE VERY LAST PLAY. IT HAD THE SUCCESS OF MAKING PEOPLE THINK THAT MITCH CAN DO IT ALL THE TIME BUT MITCH CANNOT DO THIS ALL THE TIME AND PEOPLE NEED TO BE REALISTIC.>>Host: REALISTICALLY YOU’RE BEEN A GREAT PANEL BUT WE ARE OUT OF TIME. DAN MIHALOPOULOS, GREGORY PRATT, DAN MIHALOPOULOS AND JIM LITKE. THANK YOU VERY MUCH FOR BEING . WE WILL SEE YOU NEXT WEEK ON THE WEEK IN REVIEW. [CROSSTALK]
